There's no need:
if we want to reduce our CO2 emissions (because of what we eat), we simply need to eat slightly less meat, you can try to do it by explaining it to people and making them understand they have to consume less meat (especially red meat like lamb or beef), or you make prices higher and that's it, anyway, people don't eat enough vegetables and fruits in general, make meat more expensive (especially the red one) by adding taxes and make fruits and vegetables cheaper with the money you've got from these taxes
TL;DR: no need to eat insects, just eat a bit more vegetables and a bit less red meat and it's ok

I mean, I can't say no because I'm not sure if it's still the case but for the longest time I believe it was red food colouring that was made with bugs but I would say that is different to this situation and I do just see this as a way for the wealthy and powerful to place themselves in sort of a more powerful important position to the people they rule over, while they're eating fat chunks of beef you and your kids are eating cockroach on a stick and of course it's Europe where this is taking place, one of the most historically authoritarian places on earth that really did love it's peasant and noble class system.
