Is it perhaps thread starvation? Check console it should say something like performance warning usually caused by thread starvation or something. I got the same issue but my fps drops from 120 to unplayable at 15-30 no idea how to fix it.

high temperatures>cpu or gpu can not keep up that pace and drops down the Mhz its working on lower Mhz> slower pc performance slower performance> less fps just shift+ctrl+esc and monitor your temperatures while playing contra or download smth like aida64 or occt or furmark to stress test cpu and gpu in order to confirm its due to overheat or reject and move on with other ideas

well considering this is 11th gen which was fucked up and had some serious issues with overheating, i wouldn't be surpriced if it started throttling at 81C or smth. You will see if it does - the Mhz will drop down significantly

it can be temp, so check out the status of your thermal paste and if needed change it, check for dust if there is not too much in your coolings (cpu and gpu) and if with that you still have issues, check if you don't have a malware with the task manager.
