Valve dont force rules on other events like esl and blast. The fact that esl and blast have dealt so bad with this, is not by the fault from valve.

unfortunately thats not evreything one of the main reasons are the influencers , when the players such as tarik,stewie,shroud,ska,hiko and many more veterans of the game who played the game and earned fame by playing this game left the community to play valorant you guys cant expect more majority of the young generation in NA are playing valorant, back in 2016to18 the face it lobbies were full of streamers/players who really loved the game and look how successful they were until covid where everything went downhill you might say if organizations hold tournaments in america that would influence the young generation to play CS and actually it might be tho but it would never be as effective and impactful when shroud and tarik play that game 24/7 even twistzz,he was one of those young guys who got influenced by the veterans/streamers/players of that era and look at him now :)
