they did but they dont (and cant) enforce it. these sites used to have bot accounts for inventories and valve banned some from time to time, but now its all p2p so you cant really ban anyone.
if valve started targeting every player who deposited or withdrew they would have to ban thousands of people, thats just not worth it. and as for the websites themselves, theres no way to punish them
