apEX explained it in an interview, they have a contract with ESL and need to attend a certain number of events per year. At the begining of the season, they made their calendar to peek at the major and they had the choiche between skipping IEM Rio or IEM Dallas. They choose to skip IEM Dallas to have some rest after the major.
