It is a bit too much in my opinion also but maybe they see it as preemption. These weird weeboos might turn into pedo or traffickers later in life. So just like you get a speeding ticket for driving over speed limit you get whatever this individual got to deter him from his mischievous...hobby. Can it be called hobby?

I don't even know what to say. A decent person would stop after receiving these...light (?) sentences. I don't know what al alternate solution would be: to give harsher punishment for something...small like in this case or (this is what I understand see have a problem) to somehow monitor them all the time and stop them before doing heinous crimes. The latter "solution" is pretty hard to implement because of the men power / costs required but also because of all the weirdos that would be monitored.

in truth, there is no such thing as "one or more individuals in the privacy of their own homes". all our actions negatively or positively impact those around us. whether or not this particular person was doing something immoral and thus damaging isn't even the extent of the problem. the main issue is whether or not we have collectively agreed that his actions are immoral and thus should be punished as harshly as anything else. such things should not be inherently illegal just because it appears to fall under a certain set of laws. the legality of an action should perfectly coincide with the people's perception of its morality because it impacts their lives as well and is not just an abstract concept and all things immoral should be punished as severely as all things moral should be rewarded. harsh sentencing is a must and if it isn't, there is no problem to begin with.
