yeah they can every person who immigrates to israel (we call it "to make aliyah") learns hebrew in some way or another. most of the people take hebrew lessons in special schools. and i assume that both HeavyGod and anarkez were born to parents who made aliyah so they were taught both hebrew and russian\ ukranian. almost every child who was born to parents who made aliyah speaks both languages as native languages from childhood, in addition to english which is taught at school ofc
