I think it comes down to two reasons, in my own opinion...
1. Different moderation discretion with different views on subjects, therefore giving out mixed, inconsistent and varied forms of moderation.
2. Not all threads are worth saving depending upon specific context, like subject matter or ratio to comments of good and bad. If there are 99 bad that need and 1 good? That's the basis for thread removal. If the subject matter itself is always going to produce more bad comments than good? That's the basis for thread removal.
If a thread is removed strictly for moderator purposes alone (the above listed, e.g.), then the OP of said thread will receive no punishments, as no rules were broken and shouldn't be held accountable for the mods pre-emptively making decisions.
The true confusion lies with which threads are removed for moderator purposes only and which are removed because the thread is deemed bannable? If the mods then deem the OP accountable, punishments would be given and I'm assuming these are threads where the user clearly knows what's up - we've all seen those threads before...

HLTV rules are not strict at all, but at the same time they are strict as hell. You just need to feel them, because they practically do not exist and cannot exist, because the number of topics that may be discussed is too large to take every single one of them into account in the rules.

they are totally crazy. Today i created a thread to cheer chinese users and tell them to stay safe because of the huge floodings that are happening there and the thread got deleted within 30min lmao

I thinks the mods are estimating on which direction the conversations seem to be going. So they feel justified shutting down harmless threads before harmful comments appear. Also they want to remove some offtopic threads for light reasons if those take most space from the recent threads.
But this is just my guess.

i personally think hltv gets pressured by the govt to not spread "misinformation"..... which is usually in other words for people speaking their mind / truth.
just look at twitter -- when its not aligned with the govt agenda.
look at how good the sellouts are doing on the other hand -- meta even after they sell out your data, leaks , etc.
