Well, it does at least something: now they can't return to Ukraine at all while the martial law is in place, or they will be forced to play only online cups since they are banned from leaving the country for tournaments. Not that they planned I'm sure, but having working visa/another citizenship/resident card just became much more important to them.

well, just as you said, anyway I don't think they were planning to return until the war is over. Even if they could get those permissions to visit events (navi for example), there could be a lot of other complications, or some random stupid law could appear again (like that one about ru players playing at events. Yes it was changed under the pressure after a mass of critique, but who knew how it could turn out and monte were pretty much fucked by that thing)

According to the law, only the players who played official games in one team with russians are banned. If we imagine that all the Ukrainian players played at least 1 official game since 24.02.2022, than yes, all of them should be banned. I'm neither Russian nor Ukrainian, but since you (OP) asked about our opinions: I feel like civilists shouldn't be held responsible for their government's actions, unless they identify themselves patriotically with their country of course. This goes both ways; banning Russian athletes from competitions just for the fact of being born there is equally as wrong in my opinion. That's ridiculous. I thought we left that "logic" behind after 1945.
