open the video settings file
...\Steam\userdata\<userid>\730\local\cfg\cs2_video.txt
adjust these 2 lines
"setting.refreshrate_numerator" "239760"
"setting.refreshrate_denominator" "1000"
239760 = 239Hz
check the file if you set it to 165 Hz and copy the values when you switch back to 4:3

Think it's some weird bug i have seen somewhere. Go to your Nvidia control panel. Select Fullscreen instead of aspect ratio in the scaling settings.

My monitor is 75 Hz, but when I launched CS2 I only had 60 Hz to choose. When I launched it the 2 time - 75 Hz appeared. Maybe this is a weird bug, I don't know.

@hyper1111 ! i got you! Do this, go into Nvidia controlpanel and activate G-sync if you have that... if you made a cutom res you have to select refresh rate in that specific res. Anyways for some reason i couldnt change my refresh rate either when i had G-sync off, turend it on and woala there it was , option for 165hz ingame. try it. if you have AMD try enable freesync or whatever its called, not even sure if AMD can scale.

Fix number 1 : Eliminate all custom resolutions from nvidia and create custom res from Custom Resolution Utility, use GTF timing, set your desktop resolution to the one you want to play CS2 in, open CS2.
If that doesn't work, the only fix will be setting your desktop to the desired resolution and playing CS2 on borderless window (fullscreen borderless window) , which is what im doing because to make the game run as i want on exclusive fullscreen ends up fucking with the alt-tab anyways, but beware, there is a bit more input lag when you do this, but you probably wont notice it.
