If your game is lagging and feels like 60 hz, disable fullscreen optimization and disable NVIDIA Reflex and Low Latency on Nvidia control panel. It helped me, please answer below if it helped you. Disabling fullscreen optimization is the most important of these 3, atleast it was for me.

I think it doesnt work for CS2 like it should, but it can be different from pc to pc, try it yourself

i had it off the entire time, turned it on, didnt change aynthing
for me enabling vsyinc fixed it
