No, it's just having a different definition of how tier functions. Being elitist serves no purpose, especially only thinking 4 teams are tier 1 and nobody else.

"tier 1" for as long as I remember used to have a very simple definition: A team is tier1 if it's consistently able to win maps and bo3s against top teams. Which means right now the real tier1 ends at #8. From #9 below I would say tier2/tier1.5 - maybe winning a map, maybe winning a series, but not consistently enough to be considered the top teams. Similarly, the tier2 teams would go all the way down to around ~top25ish, those teams can consistently win maps and bo3s against each other. Below them would be the tier3, that is consistently able to win maps and bo3s against each other, but not consistent enough vs tier2. That's how I always looked at it and that is the general consensus among pros and talent. And also smart HLTV users))

+1 Everyone has to get over saying the whole top 20 teams are tier one. There is a noticeable skill gap. c9 has potential but isn't tier 1 yet. I agree that tier 1 should be a term reserved for the most dominant teams and this year that has been Vitality, G2, Ence and Heroic, honorable mention to Faze for picking up the grand slam.

Imo T1 is first a consistent team - even if they fail they always comeback in a short time, second it is a team applying to win big events. If it is not one of the applicants, it is no T1. C9 are T1 only in advance because of the T1 players they're made of. They need to prove it. Eternal Fire is about T2 but they need to prove it as well - we remember how they were loosing the previous T2 events.
