Yep, Most people get big names by being really good at a certain point in their career. But if they still are "decent" like Neo for example, who has a huge name. He's still attractive for organizers cause he is easily sponsored.
IdrA had probably the best salary in the western sc2 scene for 3+ years b4 he got kicked by his team. But he didnt perform at all for 2+ years, infact he sucked. But his team kept him because he had huuuuuge following, wherever he went everyone talked about him, made threads, followed him on twitter etc.
Sponsors rather put their name on someone with 50k-100k people following their everymove, than if someone wins occasionally, whom has no personality.
But it can go both ways, really.
