If they would've wanted then yes if they wanted to go through ESEA main and MDL to EPL, but why would they want to live in NA. In EPL what's important is ability of team to play competetively on high level and, and as long as roster looks competetively, org will have it's slot. I believe it's only major and some other small tournaments that have nationality rule. For example, if team core(3 players) is European, then team will have to play in EU minor, even if they have two NA players. That's why RNG play in Asian minor, because they have 3 AU players.
