I think you forgot to mention why teams started ideas of rebuilding. Teams rebuilt on the idea that Navi was too strong at that time to not make changes.

I'd say an era is winning at least half of the tournaments of the year or most of them; barely losing and remaining the number 1 team for a long period of time.
